Toolbar Groups give administrators the ability to modify specific toolbar functions for individual users and individual pages. That is, a Toolbar Group is a toolbar configuration that can be applied to a user or page. This makes it easy for administrators to decide exactly which toolbar functions (individual icons) should be turned "on" or "off" for anyone or any web page during editing.
